Pete Davis

Pete started umpiring in 1989. While playing rugby for the USMC, he was injured. He then started playing Slow-Pitch Softball as a catcher for the USMC. While playing an Adult league softball game, he asked the umpire how he could get started and the umpire gave him the number of "this guy." He subsequently received orders in 1995 to Camp Pendleton and reached out to the MOA. He has been a member ever since. His greatest accolade is his induction into the San Diego Sports Officials Hall of Fame in 2023.

Tim Dibsie

After many years of coaching fast pitch softball, from the recreation to the High School level, Tim took on the challenge of becoming a sports official.  Initially, giving back to the sport that gave so much to his family was the main motivation. Along the way, he has had the pleasure of meeting many wonderful individuals that have enriched his life tremendously. To earn the respect of his peers and those he works for on the diamond, would be the highest honor he could endeavor to achieve.

Debbie Seefelt

Recruiting Chair

Debbie started umpiring in 2020. She formerly played softball at 3rd base before changing sports and concentrating on martial arts. By recommendation of Pete Davis, she began umpiring fast pitch softball in North County San Diego, USA Softball, and men's fast pitch. The challenge of umpiring keeps her returning every year. Her highest accolades she's received are the 2023 USA Softball District Umpire of the Year and the 2020 MOA Rookie of the Year. It's an extraordinary time to be an umpire!

Tim Dickey

Tim started officiating in 1975 while stationed at Ballast Point in the U.S. Navy. In 1981, he became a member of the ASA while stationed at Point Mugu Naval Air Station and then at NCB Port Hueneme. In 1986, Tim left the Navy and moved to San Diego and started umpiring Little League Baseball,  where he met MOA member Pat Penrod. Tim joined the MOA in 1988. In the 33 years as a member of the MOA, Tim has umpired several CIF semi-finals and finals at all levels.

Tim has worked rec, travel, HS, college, men’s, and women’s FP softball. Tim is currently a member of USA Softball So Cal and serves on their support staff, teaching Rules/Mechanics. He has worked with so many GREAT umpires that have helped him develop into the umpire he was before his retirement from on field umpiring

David has been umpiring for over 21 years. He started with Little League in 2002, after returning from a Navy deployment. After 6 years in Little League, he jumped up to High School baseball and football. He currently officiates High School Baseball, Softball, and Football. He has umpired the 2022 CIFSDS Open Division Final, was the Plate Umpire/Crew Chief for the 2023 CIFSDS D1 Final, and has umpired in 5 Petco Park games. He has also officiated 3 CIFSDS football finals.

David Duffield

Sal started umpiring Little League in 1979 and worked Junior Regionals in 2010 and the Little League Regionals in 2015. In 2022, he worked the Junior Little League World Series. Sal joined Pacific Baseball Umpires in 2008 and worked several playoff games, including three CIFSDS baseball finals. He served on the UDP staff and as Treasurer for the past 15 years. Sal has also umpired baseball at the Junior College level for San Diego Pacific Coast League. Sal is also a member of SDCFOA, NCBOA and, in 2020, joined the MOA, currently serving as Assignor and Treasurer.

USA Softball Rep.
Kevin Chellman

Kevin first started umpiring girls fastpitch softball in 2004 (then ASA Softball) to hopefully provide his children with a better experience playing the game. His children have since aged out and moved on, but he fell in love with the game and continued to train and work to get better. He continues to work with USA Softball and has been umpiring high school softball since 2013. He enjoys working with others to raise the level of their game, as well as his own. The people that he has met through umpiring have been both helpful on the field and off.
